Estonia public procurement strategy

In November 2023, the Government of Estonia adopted a Public Procurement Strategy that seeks to improve the quality of public purchasing and realise the potential of strategic public procurement in the country. It aims to work towards fulfilling the country’s long-term development strategy, called “Estonia 2035”.


The public procurement objectives included in the strategy are social responsibility, innovation, environmental friendliness, reasonability and reliability, and resilience in reducing security risks. By integrating these targets in purchasing activities, the Government can raise the qualitative and sustainable development of public procurement as well as maximise social well-being and the level of public services in the country. 


On implementation, the ministries involved in the development of the strategy as well as other partners have considered several activities to promote the widespread adoption of these objectives, such as creating a competence centre, launching pilot procurements, developing sample criteria to integrate into user journeys, compiling best practices and facilitating training, and developing a monitoring system as well as instructional materials. 


Through these actions, the Government of Estonia aims to shape market demand, increase efficiency and contribute to the growth of the country’s resource productivity.
