In September 2023 the European Commission adopted EU Ecolabel criteria for absorbent hygiene products and reusable menstrual cups. The publication of the criteria was accompanied with a detailed technical report.

The scope of the EU Ecolabel for absorbent hygiene products includes, among others, baby nappies, feminine sanitary pads, panty liners and tampons, and nursing pads. The criteria guarantee the restricted use of hazardous substances, no use of allergenic fragrances and lotions as well as the reduction of waste. All products must also comply with stringent fitness for use requirements on absorption and leakage, skin dryness, fit and comfort, and overall performance. Additional information can be found in the factsheet and in the user manual for applicants.

The EU Ecolabel may be awarded to reusable menstrual cups – which are sustainable alternatives to some of the absorbent hygiene products - made of silicone or of other elastomers. The criteria guarantee restricted use of hazardous substances, strict limits on colourants, and no use of fragrances. The products must also comply with stringent biocompatibility requirements, leakage, fit and comfort, and overall performance. Additional information can be found in the factsheet and in the user manual for applicants.

The EU Ecolabel criteria for the products mentioned above are valid until 31 December 2029.

The European Commission plans to publish manuals in early 2024 for authorities and entities awarding public contracts in both product categories: absorbent hygiene products and reusable menstrual cups.
