
The One Planet Network published its common principles for action on harnessing sustainable and circular public procurement to drive demand for Near-Zero Emissions and Resilient Buildings (NZERBs). The principles were developed through a global, multi-stakeholder consultation process involving key actors across the procurement cycle and in the construction value chain. They are intentionally broad to enable applicability across different organisations, regions and local contexts but refer to actions which Member States may prioritise to collaborate and align efforts on accelerating sustainable public procurement (SPP) and driving circular, nature-positive and people-centered practices in the construction sector through public procurement.
In short, the principles include:
- Recognising the critical role of (sub)national governments in accelerating SPP for achieving near-zero emission and resilient buildings.
- Acknowledging the financing, planning, and design stages have the greatest influence on reducing environmental impacts across the building value chain.
- Embedding circularity, near zero emission goals and resilient buildings throughout the entire procurement cycle and across the construction value chain.
- Leveraging skills development and knowledge sharing to scale-up action.
- Addressing all environmental impacts in construction-related procurement to ensure that SPP avoids unintended negative consequences.
