Preliminary market consultations are a powerful tool for contracting authorities to better understand what the market can offer (e.g. the available goods and services, recent market developments, and the existing commercial models). These tools are particularly valuable in the framework of sustainable public procurement, because they allow procurers to present their social and environmental objectives to potential suppliers, get feedback from the market, and/or find other information that are relevant for preparing the procurement procedure and documents.
The webinar aimed to provide participants with concrete tips and examples on how to organise preliminary market consultations, as well as to highlight the benefits of engaging the private sector with sustainable public procurement.
The webinar featured the following presentations:
- Welcome and introduction from the EU GPP Helpdesk, Ivan Azevedo, policy officer, Directorate-General for Environment, European Commission
- How to organise a preliminary market consultation in practice, Alexander Lemmens,Senior legal officer, Flemish Agency for Facility Operations, Belgium
- SRPP and preliminary market consultations, Luigi Carinci, Project Director, RedInternacional BLive, Spain
- GPP and preliminary market consultations: a case study from Czech Republic, Jakub Váňa, Public Procurement Department South Moravian Region, Czech Republic
